I just picked up a 2015 focus st and i found this in the glove box but have no clue what it is or what is does

Labeled ford performance. Looks like the updated Focus ST FRPP tune laptop OBD2 USB dongle. If your car is used might have the tune on it.

so is this the newest version than other than the handheld tuner? and are they lockable or can they be used on another vehicle

I really don't know much about the Ford Procal, I've got the APV3 myself.

I believe you'll be able to use that on another vehicle. It's the tune file itself that is specifically tied to the same PCM number of the car. The car must have the same PCM number associated with the file for the tune to work.

Looks like a cool little freebie you got there if you ask me. I think you have to have a computer with the tuning software on it to use it, but if you bought it used it probably already has the tune installed. Have you driven any other STs other than yours? If so, can you feel any difference?

Definitely looks like the same type of device as the Ford Performance Pro-cal tool.
It also says it's for Ford Performance application, there's your answer.

ye traded in for a saleen mustang, and i can not verify anything but this is the newest way to tune your car as per the thread. i am selling it with a drop in knn filter to go with.
