Someone smarter than me can chime in, but the bad surging/ flutter is under high load. It wears on the bearings.

There is probably always flutter (like a stustustu sound) on the stock system, but adding an intake, scoop and BPV or blowoff valve make it more noticeable so you can hear it while driving.

I’m in love with the turbo flutter but i’ve heard it’s not healthy for the turbo and I don’t have turbo money so it kinda scares me. Is there any healthy way to have the turbo flutter without it damaging the turbo?

Turbo flutter is fine when you're only making less than a couple psi of boost. If you have flutter at high boost, that's when you'll cause damage.
