Lows are HIDs, highs are halogens.You already have HIDs .

Maybe it depends on year. I have a 13 ST3.That's odd. I have a ST3 and it's HID for low and high. It uses a shutter to block the light output.

That is incorrect. The 2013-2014 ST3 has a halogen high beam in addition to the main HID (which is both high and low).Every gen of ST3 had HID only for low and high... The halogen bulb you see is for the turning light.
On my 2013 ST3, when the headlights are on, BOTH the halogen bulb and HID shutter activate. So there are 4 high beam bulbs (2 halogen, 2 HID) shining. I really love that it does that. I'm not sure if they changed it for the 2014.2014 ST3 here and it's bi-xenon. The "high beam" halogens are only used when the lights are off and you go to 'flash" your lights, as far as I can tell.

The OP is confusing anyways, title says LED and then says HID in thread text. Separate HID high beams are generally not great because they have a few second warm up time-- I guess as long as the low beams stay on, not a big deal. On the LED front, I've yet to find a good one that works in reflector housings. Also the fancy ones have fans or heatsinks on the back and you may run into clearance issues.
This is how my 2003 MB C230K Coupe was. I love it, so much better light. My 2016 ST has just the Bi-Xenons with no secondary lamp. Not as good, I mean it works and I can see but in snow the Xenon lights are just too damn white. The Halogen bulb was nice.i double checked... my 14 st3 is bi xenon hid and the halogen bulbs come on with high beams. not sure what i was smoking before. edited previous posts to not spread misinformation.
