Had the windows tinted in my focus st and found this part in rear hatch anyone knows where it goes?

What he said. It's what the shelf pivots on when it's clipped on to the side trim. You may need to use a flathead screwdriver to pry the two pieces apart just a bit (you'll see how they have ratcheting clips similar to a zip tie), then put it back on the parcel shelf and squeeze it til it locks in place. It may have fallen off because the plant worker did not squeeze it on tight enough.

I think it's the piece that goes on either side inside the hatch that lets the parcel shelf pivot

It is for the parcel shelf. I had one pop off and the dealer replaced the whole shelf. I did not know you could pry it apart. It was under warranty so no big deal for me.
