I have a ngr type s bov and I have seen people put them on their st, but I have not found any information on how they do it. I was wondering would I have to weld on the flange or is there a couple adapters that I could get to install where the factory bpv is.

You aren't going to be able to install any universal blow off/bypass valve in the stock bpv location. There just isn't any room. Either get one that directly replaces the OEM BPV, purchase a hot side/cold side charge pipe with the proper flange/adapter and bpv block off plate for your universal blow off valve, or do something custom with the OEM hot side charge pipe like this:

Exale kit sits way to close, and the cold side pipe sucks to put on, never wanna take mine off again...A What spring do we run on the Tial? I'm stock turbo for now, and will probably upgrade to the 2863 or something. TB Performance is making a new Hot Side kit, I will be waiting for his kit...

I just happen to have a factory hot side flex section with a Tial flange on a "T" fitting all T-Bolt clamped up sitting on my work bench with no where to go...

Nobody makes an adapter, but I don't see why a type S wouldn't fit.

I have mine on the hot side charge pipe. I just had to ask 3P for a Greddy flange instead of their standard HKS/Tial options.
