Can this be removed with the bumper on?

Its pretty simple, there are 4 main clips holding it on which I have circled. You will probably have to use both hands the spread the black grill "clips" from behind slightly which then should just release. Do this for all 4 clips and it should come right off. Hopefully that makes sense.
